My best answer so far. In the BOP filter there is a field that allows including and excluding the orders that have the confirmation lock. With configuration in SD one can make the delivery block set field CONFIRM_NO in the field catalogue with value X, and this field controls the exclusion of orders in BOP. The configuration in SD is in SPRO

Logistics Execution -> Shipping -> Deliveries -> Define reasons for blocking

The delivery block must have the confirmation block flag set to send the CONFIRM_NO to APO.
